I can almost feel sorry for Loki. It must be exceedingly frustrating to want to be an Eeeeeevil Mastermind and then find oneself thwarted by someone as seemingly simple as Captain America.
*strikes out my guess at Loki's gist* You know, I don't want to type it--if it's correct, it'll diminish the impact of the next comic. ^_^ I LOVE Thor and Loki's interactions in this!
Oh, fine, then! I'm going to say that Steve cheated Loki out of a satisfying victory. Ruined Loki's ability to feel all smug about it, what with his nobility and self-sacrifice and...gah, just, so unfair! :D
At first I thought it was all some elaborate plot to get Steve and Tony to admit they like each other to each other (I thought maybe Thor was in on it/orchestrating it.... he seemed rather shifty early on when Steve first told him an Natasha that Loki had been there during that first battle) but the more I thought about it the more I convinced myself that Loki just likes screwing with them... so I guess Steve's total devotion to Tony and his truly upstanding nature really has spoiled all his fun.... poor evil demi-god.... :-P
