Huh. Good question.
I would say that he's more exiteable, more suggestable and more emotional.
I don't think he'd do anything he wouldn't normally do, but he wouldn't have the perspective to see it in a more rational, mature way.
So yes, I guess to both of your questions, but only a bit. He's still Tony. He's not stupid, just incapable of complex thought.
